New Law Limiting Mehrieh to 14 Coins in Iran (2025): Details, Conditions, and Legal Consequences

According to the new law passed by the Iranian Parliament and approved by the Guardian Council in November 2025, the legal cap on mehrieh (dowry) for all new marriages registered after March 21, 2025 (1 Farvardin 1404) is set at 14 full Bahar-e Azadi gold coins

Key Provisions:

Maximum enforceable mehrieh: 14 gold coins

Any amount above 14 coins is legally void and non-enforceable

Pre-2025 marriages are fully exempt (no retroactive effect)

Only 14 coins have judicial enforcement power even if higher amount is written

Exceptions:

Pregnant women or couples with common children: up to 30 coins

Second marriage with court permission: up to 20 coins (subject to proven financial ability)

Iranian citizens married abroad: subject to the law of the country of residence
